北京市总工会副主席（常务） 原增锁在新闻发布会上的发言

　　经过前期紧张有序的准备，“DVS国际青工焊接比赛国内选拔赛”于今天正式启动了，我谨代表北京市总工会向大赛表示祝贺，并预祝大赛取得圆满成功！下面，我把有关情况向大家做个简单介绍。
　　为贯彻落实党中央、国务院“关于加强高技能人才培养的意见”的精神，落实市总工会职工素质建设工程的具体要求，大力促进广大职工学技术的积极性和创造性，推动我市相关企业焊接技能水平的提高，08年市总工会和市科协共同举办了首届“北京•下萨克森职工国际焊接对抗赛”并取得了圆满成功。在去年良好合作的基础上，德国焊接协会计划于今年9月“2009年德国埃森焊接与切割展览会”举行期间举办“DVS国际青工焊接比赛”并邀请我们参加。邀请赛有中国、德国、捷克、斯洛伐克四国选手参赛。经过前期筹备，中国机械工程学会、市总工会和市科协共同举办本次国际青工焊接比赛国内选拔赛。
　　当前美国“金融海啸”席卷全球，对世界经济带来严峻影响。在经济全球化的今天，我国的民族工业也面临着巨大的压力和冲击。我国现代制造业水平要想达到国际水平，必须重视技术人才的培养和培训工作，广泛交流、开阔视野、创新求变，提高核心技术竞争力。国际青工焊接技术交流活动，将为刻苦钻研焊接应用技术，立志在高技能领域内有所作为的青年职工搭建一个展示才华的平台，是加强职业技能培训、提高职工技术素质的重要载体，也是市科协组织科普活动的一种重要形式。组委会秘书处办公室将会同大赛技术工作委员会，力争把本次选拔赛办成一次深意义、大影响的赛事，将尽全力做好以下几方面工作：
　　1.做好宣传发动工作，特别是到重点企业宣传，介绍本次比赛的形式、特点，有针对性地开展宣讲工作。
　　2.借鉴国内外的培养高技能焊接技术人才的模式，结合我市企业的实际情况，做好技术交流和职业技能教育模式的交流。
　　3.整个比赛活动坚持贯彻“公平、公正、公开”的原则，不拘一格选拔优秀的技能型焊接人才。
　　4.通过赛事活动，大力培养、培训焊接高技能人才，促进、推动企业焊接应用技术提高。举办一次高水平的青工焊接选拔赛是我们的愿望，也离不开社会各界和新闻媒体朋友的关心、支持和协助，我们将不定期向你们汇报赛事活动的进展情况，主动征求你们的帮助和指导。
