大家上午好！
由国务院国资委主办、北京嘉克新兴科技有限公司承办的2012北京“嘉克杯”国际焊接技能大赛，今天在这里隆重开幕。在此，我代表国务院国资委、大赛组委会表示热烈的祝贺!向参赛的各位中外选手、领队、教练员、裁判员和各位来宾表示热烈的欢迎！
焊接是加工制造业的重要基础加工工艺，被广泛应用于航空航天、压力容器、石油化工、车辆船舶、矿山建筑、国防军工等重要行业，在经济建设中起着重要的作用。
同时，随着数控技术的发展，机器人焊接具有稳定性好、生产效率高等优点，已成为焊接自动化的发展趋势。本次大赛首次将机器人焊接列为比赛项目，也是首次国际机器人焊接比赛。国际焊接技能大赛，不仅能锻炼队伍、切磋技艺、交流经验，也是各国企业间增进友谊，加深了解，合作共赢、共同发展的舞台。
国资委高度重视中央企业高技能人才队伍建设，近年来，多次组织中央企业优秀技能人才与国际知名企业开展技能竞赛与交流活动。2010年5月，国资委成功举办了2010北京“嘉克杯”国际焊接技能大赛，来自德国、韩国、捷克、美国、中国5个国家的55名优秀选手参加了大赛。今天，来自乌克兰、斯洛伐克、韩国、保加利亚、白俄罗斯、德国、中国7个国家的知名企业和有关单位选派的68名优秀焊接技能人才再次聚首，同台竞技、相互学习、促进交流、增进友谊，对提高中央企业焊接人才的综合素质和职业技能必将起到积极的促进作用。
本次焊接大赛采用国际标准，对竞赛内容和方式进行改革创新，比赛方式更加科学，对参赛选手的综合素质和应变能力提出了更高的要求。我相信，无论是比赛的规模、选手的水平还是项目上的创新，都会使这次大赛成为一场重要而精彩的国际赛事。
为举办好这次国际焊接技能大赛，国资委专门成立了大赛组委会和工作机构，加强组织领导。大赛筹备以来，承办、协办单位及裁判组共同认真组织、精心安排、周密部署，投入了大量人力物力财力，对大赛的场地、器材、设施及会务和赛务都做了精心的准备，保证了比赛按期顺利进行。
希望大赛组委会和有关工作人员，按照大赛总体部署安排，坚持高起点、高标准，保证大赛公平、公正、顺利、安全进行，努力把本次大赛办成国际一流的大赛。希望参赛的中外选手赛出水平、赛出风格，充分展现国际高水准焊接选手的风采。我们相信，有国内外焊接行业朋友的关心和支持，有全体工作人员的辛勤工作和参赛选手的共同努力，本次国际焊接大赛一定能办成一次出色的盛会，一定会为国际焊接行业与焊接人才的发展做出重要的贡献！

Keynote Speech at the Opening Ceremony of 2012 Beijing "ARC Cup" International Welding Contest

Good Morning !
Today, we gather here for the opening ceremony of 2012 Beijing "ARC Cup" International Welding Contest, held by the State-owned Assets Supervision and Administration Commission of the State Council, P.R. China and Beijing ARC Xinxing Science and technology Co., Ltd. On behalf of SASAC and the organizing committee, I would like to extend my warm welcome to all contestants’ group leaders, coaches, referees and guests from home and abroad!
Welding is an important basic technique in processing manufacturing industry. It has been widely applied in important industries such as aeronautics and space, pressure vessels, petro-chemical, vehicles and ships, mine construction, national defense and military etc. Welding plays an important role in our national economic construction.
With the development of digital control techniques, robot welding has been the trend of welding automation. 2012 Beijing "ARC Cup" International Welding Contest has for the first time put robot welding in the event list, which makes it the first international robot welding contest. We believe that the contest serves not only as a platform for participants from different countries to hone welding skill and exchange experience, but also as a bridge to advance friendship, achieve a win-win situation and realize common development.
SASAC attaches great importance to developing highly-skilled talents in central state-owned enterprises and has organized contests and exchange activities between excellent skilled talents from central SOEs and world-renowned enterprises over the past few years. In May 2010, SASAC successfully held the 2010 Beijing "ARC Cup" International Welding Contests with 55 contestants from 5 countries namely Germany, Korea, Zech, the United States and China. Today, 68 excellent contestants have gathered here, selected from 7 countries namely Ukraine, Slovakia, Korea, Bulgaria, Belarus, Germany and China and assigned by well-known enterprises and related élites, competing with each other, learning from each other, they will exchange their expertise and at the same time advance their friendship. It will contribute to the improvement of overall ability and professional skill of SOE welding talents.
2012 Beijing "ARC Cup" International Welding Contest adopts international standard and has innovated, which tends to be more scientifically designed and has higher requirements on comprehensive qualities of our contestants. Based on the scale, innovative items and contestants’ expertise, I am quite positive that this contest will be a significant and exiting international event.
To ensure the success of the contest, SASAC has set up especially organizing committee alongside with working group to lead the work. We have been working collaboratively and comprehensively with our co-organizers, making thoughtful preparations for the venue, equipment facilities and other contest matters to ensure that the competition is on schedule, putting on a large amount of manpower, financial and material resources into it and runs smoothly.
It’s hoped that the organizing committee and relevant staff uphold the principle of “high starting point and high standard” with the overall arrangement, ensure the fairness, justice and smoothness of this contest and make it a world first-class contest. I also wish best performance of all contestants, it’s hoped that you give your best performance and sportsmanship. We believe that with the support from friends in welding industry home and broad, the hard work of all staff and concerted efforts of contestants, this contest will be a remarkable event and really important contribution to the development of international welding industry and welding talents!
